The headquarters consists of administrative facilities, a training and conference center, and two laboratory modules. Building forms, materials, and construction techniques were in keepeing with local traditions and the abilities of a local contractor. The shape and orientation of the building permits prevailing winds to freely penetrate and circulate between them.
